milter messages marked as ALL_TRUSTED

I would like to add that Debian 10 with amavisd-milter 1.5.0 and amavisd-new 2.11.0
has this problem, but Debiam 8 with amavisd-milter 1.5.0 (the same) and
amavisd-new 2.10.1 does not.
