That got me further, then I got a different weird error:

450 4.5.0 ERROR: Stored quarantine ID '8MK_Fda8HmsB' does not match requested ID '20160114T100536' at /Applications/Server.app/Contents/ServerRoot/usr/bin/amavisd line 11580.

I renamed the file and the release worked.
