Order of Scanning and using rules

hello list,

on a mailserver in our firm we have amavis 2.7.0,

in the config is set 'mydomain = 'testdomain.de'

this server is destination for 'testdomain.de' AND 
'anothertestdomain.de'.

my question is, is amavis looking for banned content AND Viruses ONLY 
for destinations in 'mydomain' ?

and looks only for banned content, but not viruses if the destination 
domain is 'not' listed in the "mydomain" ?

is this possible if a destination domain is not listed in the 
'mydomain'?
