excel blocked with "BANNED: .exe,.exe-unix,xl/workbook.bin "

how can whitelist excel files banned with this message:
BANNED: .exe,.exe-unix,xl/workbook.bin
I have tried this:
[ qr'^\.xlsb$'               => 0 ],

but it does not work
