Is /var/amavis/tmp cleaned up on any interval?

It is a feature. When amavis is unable to process a message it leaves evidence
in TMPDIR for further inspection by the admin.

As of version 2.7.x you can turn this off by setting the following option:

$allow_preserving_evidence = 0;
