OOPS! I thought I had already updated to 2.7.0.
Any way, I now have updated and still get basically the same error in the mail
log.

Attached is a tarball with a sample quarantined bad header and the email used
in the test.
The command used was:
./amavisd-submit didavies at sdc.com.au scldad at sdc.com.au < /tmp/test.mbox
(BTW, if I leave off the domains in the above command, I get open relay
errors).
