My fault ..resolved: a 'NULL' value instead of an 'empty_string' in the 
'clean_quarantine_to' mysql field.
If 'NULL' -> the file config default is taken in account.
If '<empty_string>' -> clean quarantine is disabled.

..exactly what it should be :-)
