Clarification about qurantine vs. D_DISCARD

The kill level is a threshold above which the mail will be categorized as CC_SPAM.
$final_spam_destiny is a setting pertaining to CC_SPAM, yes. However, it defines what
to do with the original mail, not whether to quarantine it. That would be separate settings.
