sa_tag_level_deflt sets header X-spam-report only on spam mails

Hi!
sa_tag_level_deflt sets the extra info header only when the email is rated spam. Spamassassin would be capable of writing the  X-spam-report on non-spam too but amavis doesn't allow this.
