final_bad_header_destiny = D_PASS - but still quarantining

As the subject line says:

$final_bad_header_destiny = D_PASS; 
Yet, I'm still having files with bad headers end up in quarantine. [All bad header files, at least that I'm aware of are getting quarantined.]

I'm quite puzzled. I'd really rather pass them all.
I'm not getting notification of them either, even though I've set:

Any idea what's going on?
