Amavis not blocking zip

Hello, 

I have some troubles with amavis, i wanna block all incoming zip, but amavis don't give a f*ck and let all zip pass, in the otherside it block all .exe successfully 

In the first time the configuration was intended to block all zip containing .exe but for now our customer want to block all .zip 

You'll find in attachment my 50-user config file
