How to turn OFF "Improper folded header field made up entirely of whitespace"

Why does adding "allow_fixing_improper_header_folding" to
"$policy_bank{'MYNETS'}" NOT fix this problem for outgoing email?

$policy_bank{'MYNETS'} = {
  allow_fixing_improper_header_folding => 0,
  originating => 1,
  os_fingerprint_method => undef,
};
