How to set $allowed_header_tests{'empty'} = 0; in policy_bank?

I found this from Greg V by Google search:
https://www.mail-archive.com/amavis-user@lists.sourceforge.net/msg09556.html

The 1st link is interesting, but results in the policy_bank issue in this
thread:
http://marc.info/?l=amavis-user&m=118529132019751

Greg hints that my solution is in this dead link:
http://www200.pair.com/mecham/spam/bypassing.html

Can somebody tell me what was in that dead link message?

Please
