Subject change for password-protected archives

I'm trying to subject-tag password-protected archives, but I'm apparently
missing something:

# amavisd -V
amavisd-new-2.9.1 (20140627)

in /etc/amavisd.conf:
$undecipherable_subject_tag= '***UNSCANNED ATTACHMENT***';

...but messages are passing through untagged when a password-protected .zip
comes through the system.

Is there another parameter I need to configure here?
