Increasing spam filtering with spamassassin

Hello,

I am using:

    amavisd-new-2.8.0-1.el6.rf.x86_64
    postfix-2.11.0-1.appletech.el6.x86_64
    clamd-0.98.4-1.el6.rf.x86_64
    spamassassin-3.3.1-3.el6.x86_64

on CentOS 6.8 (current).

I am trying to increase bayesian filtering of spam using spamassassin, 
but I don't seem to be having any good results.

My question is why I am having so little success with bayesian 
filtering. Am I doing anything wrong?

Actually, in all mails I see: "BAYES_00=-1.9". That indicates something 
is not correctly configured?

Please help me to find out any pitfalls and improve spam filtering!

Here is an example of an email that I would expect to be filtered out (I 
have used sa-learn for a lot of similar ones - we are getting a lot of 
such scandinavian language spam recently):
