Penpals feature just working with originating => 1 in policy_bank

Hi

I tried to get penpals feature working correctly for in- and outbound 
mails.
I have have two policy banks configured. One for external incoming and 
one for submission.

Test setting for penpals

I don't understand what sense it makes when i have to set "originating 
=> 1" on the policy bank "EXT" to get penpals working.
As i understand "originating => 1" defines that the mail comes from 
internal.

Can someone point me in the right direction.
