Adding X_SPAM headers to passed messages

The recipient domain MUST be listed in @local_domains.

Also you need to set:

$allowed_added_header_fields{lc('X-Spam-Status')} = 1;
$allowed_added_header_fields{lc('X-Spam-Report')} = 1;
