Unable to forward emails to custom content filter from amavisd-new

Looks like you are running EL6 (RHEL or CentOS release 6).

Verifiy what SELinux permits or in your case denies. Look into the 
audit.log for AVCs or use aureport

It is what the message says: amavis isn't permitted to talk to the TCP 
socket on localhost and port 10030.
