What is your @spam_kill_level_maps or $sa_kill_level_deflt? The 
$final_spam_destiny is only used for Scores >= kill level.

That's not correct for recent versions of amavis. All Mail is passed to SA, 
they are just truncated to a size of $sa_mail_body_size_limit.
