spam_quarantine_cutoff_level_maps and reports

If anything isn't clear or any additional information is needed, please 
just ask me. I would really love to solve this as I am getting thousands 
of these reports a day and I only have about 5% of my accounts setup so 
far. Very frustrating to say the least.
