Amavisd can't unrar a file that is encrypted at all, neither can it unzip etc. Sometimes the files names within a Zip file are visible even if they are encrypted but they can't be unpacked and scanned.
If that's a problem you could consider making rar files one of the banned file types.
As far as I am aware it isn't a bug but expected behaviour.
