Is it possible to set $clean_quarantine_* in policy_bank?

I tried, but failed:

Settings in amavisd.conf:

$policy_bank{'MYUSERS'} = {
    ...
    clean_quarantine_method => 'clean-quarantine', 
    clean_quarantine_to => 'sql:',
};
