Make sure you have the EICAR test pattern properly included in
a test message (e.g. not wrapped, not HTML, ...).
Some readily assembled test messages are available in a
directory test-messages/ in the amavisd package. Also make sure
not to break a test message by incorrectly inserting it into
a mail system (like pushing its header into a body, ...)

If the above is correct but the test pattern is still not detected,
turn up the log level (or start as: amavisd debug) and see how
message is decoded and how virus scanners are called and what are
their results.
