Can not release quarantined mail

Wrong. As an argument to amavisd-release you need to specify the
exact string as reported in a log, i.e. 'virus/n5IQqZ-khm9w.gz',
not 'n5IQqZ-khm9w'.  The former indicates the quarantined message
is on a file, the letter suggests it is in SQL, so it fails.
