clean mail ending up in quarantine

Hi,

the default setting 'sql_store_info_for_all_msgs = 1' is the cause why a copy is stored for every single mail. Setting it to '0' enables the control through the _quarantine_{method,to}. I don't know if this is the correct way to handle his but it works for me.
