with final_virus_destiny=D_DISCARD, message is still quarantined WITH payload. how to prevent, and delete?

If you don't want the virus quarantined, then set $virus_quarantine_to = 
undef, and it won't be archived.  However, I see no way in Amavis to have 
it notify you unless you have set a quarantine account too.
