How can i quarantine all emails with Postfix FILTER action?

Dear all, 

How can i quarantine all emails (including clean emails) with Postfix FILTER action? For example, return 'FILTER amavis-quarantine:[127.0.0.1]:9999' in Postfix policy server.

Any idea?
